Background

The ocean is central to Earth’s climate, ecosystems, and human well-being, yet it faces growing pressures from climate change and human activity. The new Infrastructure Priority Programme (SPP) “Research Vessels” strengthens Germany’s internationally recognized vessel-based marine research by supporting cutting-edge scientific expeditions, interdisciplinary collaboration, and the next generation of marine scientists. Through state-of-the-art research infrastructure and community building, the program advances our understanding of the ocean and its critical role in the future of our planet.

The ocean covers more than 70% of the Earth’s surface and plays a fundamental role in sustaining life on our planet. It regulates the global climate, supports vast ecosystems, and provides essential resources including food, energy, raw materials, and transportation routes. Today, over 40% of the world’s population lives in coastal regions, and most of the world’s megacities are located along coastlines.

At the same time, increasing human activity is placing unprecedented pressure on marine environments. Rapid population growth, industrialization, expanding resource demands, pollution, habitat degradation, and climate change are threatening the health, productivity, and resilience of the ocean and its ecosystems. Understanding and protecting the ocean has therefore become one of the major scientific and societal challenges of our time.

Beyond its immediate importance for human societies, the ocean is also a key driver of Earth’s climate system across a wide range of spatial and temporal scales. It hosts the planet’s largest connected biosphere, much of which remains unexplored, and plays a critical role in global carbon and nutrient cycles as well as food security for coastal communities worldwide. Over geological timescales, ocean circulation has been shaped by tectonic processes and the opening and closing of ocean gateways, influencing climate and life on Earth for millions of years. In many ways, the deep ocean remains one of the last great frontiers of scientific discovery.

Advancing our understanding of the ocean requires an interdisciplinary approach that combines observations, theoretical research, and numerical modeling. Modern ocean observations rely on satellite remote sensing, aircraft and drone technologies, and in-situ measurements collected at sea. Central to these efforts are state-of-the-art research vessels, which provide essential platforms for scientific exploration and technological innovation.

Germany operates one of the world’s leading fleets of ocean research vessels, capable of conducting missions across all major ocean regions. Equipped with advanced scientific infrastructure, these vessels support highly specialized and increasingly interdisciplinary research programs addressing some of the most pressing questions in ocean science. They also play a vital role in the education and training of the next generation of marine scientists and researchers.

The new SPP “Research Vessels”  aims to strengthen and expand the international visibility, excellence, and long-term impact of vessel-based marine research across German universities and research institutions. At the core of the program are research expeditions conducted on both large ocean-going and regional research vessels. These expeditions enable the collection of critical samples and data, their analysis and scientific interpretation, as well as the preparatory work required before and after field campaigns.

In addition to advancing scientific discovery, the program places a strong emphasis on community development and capacity building within the German marine science landscape. By fostering collaboration across disciplines and institutions, the SPP seeks to create a vibrant and connected research community that supports innovation, knowledge exchange, and the development of future scientific expertise.
